Is There a Difference Between Creative and Mediate?

i think the reason that most beet to be advertising is ineffective, and they don't value the creative. They're only focused on putting the adim from somebody and getting an email, not whether or not the ad made an impact. And so i believe that a majority of b to be advertising isn't effective.
