Did the Sannazar Raid Attain Another Strategic Aim?

Hitler was both angry and bewildered that his heavily defended new boat base could have come under attack like this. He sent a series of high ranking officers to investigate but heads did not roll. None of the U boat flotilla commanders there were punished. And so then the question is, did the raid achieve another strategic aim by forcing Hitler to divert large numbers of troops to the defence of the Western seaboard? Some yes, but at that point in the war, he was actually sending very large number of troops in all directions. To the extent it did, it was more symbolic than real.
