API management is a path service for building an API ecosystem. You can run it basically anyway, because of that. All it needs to have is our bound connection back to Azure. It pulls the configuration from the cloud and then you can practically run offline even. That means you can deploy this on the ship which then loses connectivity for weeks. And then once it has internet again, it can synchronize to get the latest configuration.
