The Importance of a Closed System in Contract Negotiations

I walk around saying 95% of unions in the United States function under a closed system with a small committee and gag rules. No one's challenged me yet, but I'd actually like to do it next to actually know. Even in some good unions, it happens that way. And again, that's a power and control issue to some degree. There is no other reason for it, really.
