What Did the Elites Do in the Lead Up to Independence?

In the lead up to independence, people in the militia were necessary. That gave them an opening and made some well-known figures like Samuel Adams form alliances with this rabble. So you get this kind of oddball alliance in 1776 that without that alliance, I don't think there's the whole what if and would the country have declared independence? The way it happened was by people like Samuel and John Adams who wanted to turn Pennsylvania's government to independence.
