Is Jake Sullivan a Manipulator?

I think he was covering primarily his tracks for himself that his prime motive was, was survival. He wanted to sustain his ability to work in the permanent shadow government in Washington. It seems to me that Baker particularly is one of those unseemly, I don't want to say low light, but I don't know the guy.
