The Underworld, the Equivalent of the Christian Hell?

Achilles says he would rather be a labourer among the living than king among the dead. The idea of being punished belongs to a particular part of the underworld where people who did villainous things when alive are punished for ever. So i'd think it's not, i think that's still a long way short of hell. But none of it sounds like fun, let's say.
