The Kennedy Administration's Decision to Install Soviet Missiles in Cuba
For many years after the crisis, there was a widespread assumption in the West that the standoff had been sparked by Soviet aggression. There is another factor that we haven't yet covered and it loomed large. In 1959, the USA had agreed the placement of American Jupiter ballistic missiles in Turkey. This meant that by 1961, there were American nuclear warheads within range of Moscow.
