Do You Use the Patriot Act Tools?

The attorney general said he would not use "patriot act tools" against parents protesting at school board meetings. But a memo sent to the director of national intelligence says that's what they will do, and it doesn't call for any investigations. The FBI is focused on investigating inbound threats from people who are speaking out under the edu threat; this isn't one of those cases.
