I think it would have provided a more solid foundation for this kind of global expansion of counter terrorism laws that we saw immediately after nine 11, as countries wanted to comply with 13 73. And so, you know, particularly when you read the early country reports from, say, egypt and syria, which are two countries that i look at in the book,. You see that the counterterrorism committee really seems unable to push back against potential misuses of the termterrorism because, to a certain extent, they haven't been given the tools with respect by the security council, with respect to definition.
