In a typical year, this conversation about the budget would have been ongoing for months now. The legislature has just come back from an emergency recess where very little work was able to occur. Now they've got essentially a month to figure out how they're going to balance this budget with this huge hole in it. And so people are starting to throw ideas out there and the process is going to have to happen on an extremely accelerated timeline.
