For monarchy to survive into a more modern context, it has to be set apart from politics. Charles II basically sort of says, right, I am going to nail myself to the Tory cause. He politically outmaneuvers the Whigs. By 1685, what was a universal monarchy had become a Tory monarchy,. And then of course, James II makes a complete hash of that by alienating the Tories as well.
