Before the Jobs Act, it was completely illegal to solicit the publicly for investment. You literally could only go through words of mouth and clothes networks like Angelist or YC. The current law assumes that if you have a million-dollar net worth, you're ingenious. And if you have lower than a million dollars, you're a fool. That's just the way the law is written.
