Is the Pope's Embargo a Pretext to Enforcing the Trade?

Why were popes allowing this trade? What was driving them to allow this to happen? I think there's a number of reasons for this. Part of it is just the papacy trying to have some control over something that is going to happen anyway, so they might as well control it. And in doing so, they're therefore able to to manipulate trade. They can dictate whato merchants are trading with. They can influence trading practices and things like that. So i think that's ths hat's one of the answers to that.
