In order to impose an excommunication on someone, that offense has to be explicitly listed in the canon law as deserving excommunication. Nowhere in canon law does it say that a Catholic politician who is pro-choice and votes pro-choice is to be excommunicated. And there's an awful lot of disagreement among bishops about that,.
