China's Vision of Victory Does Not Depend on 8% Growth

China can grow at 4% on a large economic base and still be heading for parity with the United States. We're going to have to, we're the world's biggest market, but we insist upon doing so much business with this non-market economy. The contest is not going to slow down regardless of what kind of talking might be going on at a summit level. It just doesn't change Xi Jinping's priorities or those of the Communist Party more broadly than him.
