The Importance of Case Management in the War on Drugs
HIV AIDS is a really interesting, like almost vehicle through which we move from this like old welfare state. It's the first stress test of Medicare, Medicaid and managed care. But you do see sort of a demobilization of sorts because the emphasis once again becomes on survival rather than this like continuum of care.
