Anslinger would need to prove that marijuana was a harmful substance if he wanted it to be banned by the US government. He needed to produce a large amount of evidence that supported his claims. Anslinger believed Munch's research so wholeheartedly that he once testified to Congress, quote, some people will fly into a delirious rage and may commit violent crimes.
