There's lots of settings where you'd like to run an experiment, but where the thing that you're measuring is so imperfect that it may just not be worth running an experiment at all. So some people sortve have the situition that experiments are too costly to run, or too complicated to ryn, or too unfair to and that, i think, in some cases, is not the case. I think there's also lots of settings Where There can be a way and an easy way and a low cost to alocate things when there are capacity constraints.
