In the first few years it didn't do particularly well. It was incorporated into a larger organization called the british transport commission, which not only had the railways, but also waterways and even long distance road trans. And certainly its investment needs were, for the first six or seven years, not at all addressed. But then there was suddenly a new turn. There was a strike, and they wanted to buy off thee threat of the strike. They realized that the investent of the railways had been run down and had very little investment. And so they announced this big programme, which was worth over one billion tart pounds at the time,. inwhich oly reflects about 20 22 billion now
