At the time, people thought that it was short-term memory. How much you could think about at a given time was really capacities that couldn't really be changed. One way to study individual differences in that capacity was to read people through some numbers and see how many numbers would they be able to repeat back perfectly. The number of digits that you could hold on to and report back, exact in order, was on the average seven. So basically, something between five and nine kind of captured what average people could do.
