In the 19 fifties, haf statter was writing a manifesto for reform by experts. And so he looks at populism, which is mass movement of ordinary people demanding certain changes. He says that model can never work because the masses are deluded and believe in conspiracy theories. His evidence for this was really thin, but his stereotype flattered his cohort. The way you get reform is by putting people like us in charge. We represent different interest groups. Consensus, easily manufactured. That's how you get reform in america.
