The CIA's Blackout

In 1993 the Republican political activist John Perry Barlow was invited to talk to the CIA about the possibilities open to them, with what was then called the information super highway. They sealed us into an electronically impertable room to discuss the radical possibility that a good first step in lifting their blackout would be for the CIA to put up a website. We told them that information exchange was a barter system, and that to receive one must also be willing to share. This was an alien notion to them, they weren't even willing to share information among themselves, much less the world.
