Even during the times of british colonial emergency rule, those governors also brought with them a legislative apparatus. And there's a certain candor, i think, in the british legislative approach that we don't necessarily see in the north american approach. But this is why if you read the internal security act in singapore and malasia, or some of the emergency ordinance in israel, there's a real kind of common phrasing. You can kind of land almost anywhere in the commonwealth, whether its kena, which also had emergency legislation, and fairly quickly find your ground because they all are working on a very similar templet.
