There's a fetish of constitutionalism that took over, and still exists in certain sub groups of the neo liberal intellectual world. But i think the fantasy of that project itself is that it would actually bind the democratic bodies that it was designed to bind. And i think that a lot of what got, what happened in the run up to the w t o, in the kind of, in a way, the fever dreams of of people like petersman,. was that we are reaching this sort of sublime moment where a constitution will be locked in at global level. I'm thinking of the work of nancy mc lean on james buchanan.
