Is Japan a Civilizing Power?

The focus there was on threat of encirclement, security defence. But was there any sense of expansion being an aggressive policy as well? I think that's the other side of it. The japanese had always sought to become a a modern, western style power since opening up to and the rest of th in the 18 fifties. And they really started doing it incredibly early from the late 18 sixties onwards.
