Introduction

This chapter examines the actions and policies of the Armenian Prime Minister in the escalating conflict between Azerbaijan and Armenia, including accepting sovereignty over Nakorno-Karabakh and holding joint military exercises with the United States, and how these decisions have strained relations with Russia and impacted Armenia's negotiating position.
