It was almost as if the treasury had closed themselves off and gone in a tiny, clever, tight, little huddle in a basement. The birlys farly struch ye misseur, it's really interesting. I think this is partly just the way politics works. A huge number of his back benchers and his most vociferous critics inside the tory party all hated the national insurance rise. And so he focused on the n i problem, which took an awful lot of people out of that national insurance increase. That might seem quite clever, except that it left three and a half million families worse than before.
