Why Is It So Hard to Release Balloons?

Children sold sponsorships to benefit the United Way at the price of $1 for every two balloons. The people putting it on knew the rain was coming the day before and they didn't think it would be a problem. Day of they were a little worried about impending weather. If it rains you don't do it. It did start raining right before they let them go.
