The Emergence of Wetness

A single molecule is not considered water itself as an emergent phenomenon. Wetness would be a property that belongs to the phenomenon of water. Water does all sorts of things that hydrogen and oxygen do not do on their own. I can drink a glass of water and be refreshed by it. I cannot do that with a glass of hydrogen and a glass of oxygen. Especially if there's a flame nearby.
