Ukranian Government Is Not a Member of Nato A.

Ukrane is a non block country, meaning it doesn't join any military alliances. Most of ukranians were split about keeping ther neutral status as it was inscribed into the foundational documents of the ukranian state. And they didn't want to join nato because of possible case of tensions with russia. So ukraine would become less secure in nature and because of the tensions among ucranians themselves.
