Is There a Framework for Debating?

There is a framework for having rational discussions without all the y stuff that happens. I saw bret weinstein talking about it, and i think he invited sam harris to be part of it. The idea sthat you could use some third party format to keep two people on a sane and reasonable debate. What do you think of that? Suppose the technology works.
