The Senate Filibuster Was the Only Thing That Stopped These Bills From Become Law
The only thing stopping these bills from becoming law decades earlier than we actually started enacting civilized protections, was the senate philibuster. So the southerners took a rule that had been introduced in 19 17, actually for the purpose of ending philibusters. And they re purposed that rule into a super majority threshold and the decisive fate for bills. They only used it for civil rights bills. Every once in a while some other issue woud wander into the teeth of a filibuster somehow. But on all other issues, those pilibusters were quickly resolved and the issue was let go by a majority vote.
