In almost all cases there is some type of a collective organization that is formed essentially by the industry or by the quota holders to deal with a variety of different issues. In Iceland maybe you see it because you have large companies that own multiple vessels and so they sort of are essentially a large collective themselves, essentially a corporation. But in New Zealand what you see is that not in all fisheries but in most fisheries there you have an actual sort of structure set up for those quota holders to form collectives That can do a variety of things including reduce the TAC from what it would otherwise be for and deal with other things.
