God's Plan of Salvation Is to Preserve the Earth and Humanity Continually

In Genesis, God tells Noah to be fruitful and multiply throughout the earth. This is part of a covenant that was made to preserve humanity ongoingly. There's also something of government coming into play in this chapter as well. And so we see other floods just totally devastating places.
