The Role of the State in the World Bank's Thinking

India was a very significant reason for the broader global shift in World Bank thinking because of the famous Namar Dhamm agitation, which I'm sure you're familiar with. And so what ends up happening is that the World Bank shifts its approach and it moves away from simply engaging in direct investment of infrastructure projects towards stressing state accountability. So funding state government endeavors that reforming how they manage water is a more sort of indirect form of financing.
