Is There a Risk When You Release Intelligence?
I hear all the time iso, we don't want to do that, because there's a risk of doing that. We're now in a world where the risk of doing nothing is often more significant than the risk ofdoing anything. And so we have to think about inaction raises its own level of risk. I don't think people really fully realize how contrary to the native impulses of most people in the intelligence community it is.
