Is the Government Looking at Capital Raising?

The government is looking at how companies can raise extra funds and pay out more dividends to shareholders. The majority of companies don't pass on 100% of their profit to share holders the majority of them keep some and then pay some to share holders as well. My concern there is is, like I said, it's very similar to 2019 in that it impacts all shareholders.
