Is the Gas Pipeline Being Built From Russia to Germany Certified?

European powers pursued nado expansion after the soviet union's collapse. At one point, russia even thought it could join nato. Russia has been voicing their concerns about native expansion since 19 90. But why they didn't think about this in the nineties when they expended up to small baltic states they don't really care about? That's a big mystery for me.
