Donetsk and Luhans Peoples Militias - Are They FTOs?
Sarafin: There are three requirements that have to be met in order to designate the Donetsk and Luhans peoples militias as FTOs. The first is that the group has to be a foreign organization; the second is that they've engaged in terrorist activities or terrorism, and the third is that these activities threaten the national security of the United States. Sarafin: I think the real question here is a prudential question of whether designation is a good idea. But it's not really a close call.
