The State Department's National Cybersecurity Strategy Implementation Plan
The State Department appears to have been the first agency to recognize the suspicious activity. The hacks occurred just before U.S. Secretary of State Anthony Blinken's trip to Beijing last month. Researchers at Fortanette's Forta Guard Labs discovered a malicious campaign by Loki Bot that's actively targeting Microsoft Office.
