Is Kamala Harris Correct?

Eric Adams, New York's mayor, has an incoherent reaction to the border crisis. He doesn't say a word when Vice President Biden sends secret flights and then he makes side deal with El Paso mayor to send 200 migrants a day. Where is the policy here? Already the city's shelter system for the homeless is bursting. Many of them are Venezuelans, which has a special category because of the America's relationship with Venezuela. Most likely will be productive citizens; they should apply for citizenship in the first country they step foot in.
