Is Potin in Declining Health?
The Russian president is not an aberation within russia. He does sort of reflect the current russian official thinking about that security arrangement, about the balance of power in europe. And i don't think he is in declining health at all. If he does go, it will either be because he's been there far too long, and he decides that he's able to move to a different position. But whether he'll be able to do so is another matter. Or eventually his will fail, and then some one else will take over. Might even be worse.
