Is There a Lack of Preparation?

I can't even imagine what this has to be like. I've seen some of the pictures and stuff, and it's just absolutely gut wrenching. We were in the metro system of ket to day speaking with these families who are underground. And they are sleeping in these tunnels because it's the only place they feel they can get away from possible air raids or bombings that would take place here. The city was actually pretty good about opening up bomb shelters and access to these facilities. In ation of a worse case scenario, there will be people who reflect on what happened and how all this came together.
