The KGB and its predecessors, in terms of the Russian intelligence agencies, were given a license to do pretty much anything. And so they focused on disinformation, forgery of documents, recruiting agents to peddle their propaganda through the media. It was actually spreading disinformation, leaking, false stories, fabricating documents, and a lot of innuendo behind the scenes. Just to create chaos as much as anything else in the West.
