The fairness doctrine was only allowed in broadcasting because the court system carved out a special exception to normal First Amendment jurisprudence for broadcasting. Print had this very high bar, high protection for free speech rights. But broadcasting wasn't covered under that same regime. The FCC could essentially censor content based on whether or not it was considered "in the public interest"
