The end of the Cold War brought peace and prosperity, but it also meant that we could burn vast amounts of fossil fuels. A breakthrough in relations between Ronald Reagan and Michael Kavachov was around trying to take some of that off the table. The Montreal agreement in 2007 did produce global action towards ozone reduction. It has taken 30 years since 1990 for industrialization and use of Fossil Fuels to surge.
