Government jobs are so ised to those who are looking for jobs, but also everyone else in the family. Almost all of it is concentrated among a young people between the ages of 20 and 30. And that is exactly the constituency that's supplying for government jobs. Are they unemployed because they're applying, or are they applying unemployed? It's hard to say whether this actually happens.
