The San Francisco Redistricting Saga

Every census we discovered that the district populations are now unbalanced. San francisco allowed a lot of housing to be built in soma and mission bay in the east, southeast side of the city. That's why district six had a population that was 30 % higher than the target because san francisco allowed more housing there. We know this process is difficult, but this is result of san francisco's housing policy.
