Presidents Are Measured by Their Legislative Leadership
In FDR's third three months in office, Congress enacts 15 major pieces of legislation. This is unprecedented for a deliberative body slow moving but suddenly the splurge of new de-legislation aimed at strengthening the banking system and dealing with unemployment. And what emerges from this is that the president is now acknowledged as chief legislator. From this point on if we think about presidents like Lyndon B. Johnson and the great society Ronald Reagan and the conservative revival, even down to Joe Biden who suddenly had the splurges of legislative successes of late. Presidents are measured by their legislative leadership now.
